The fourth meeting of Buckland
Plan Steering Group was convened and held in the Reading Room on Monday, November
12th 2001.
Present:- Councillor Les Elson (Chairman), Councillor Amanda Allen,
Councillor Philip Haynes, Everett Leeds, Alison Walshe, lain Laurenson (Clerk),
Sue Dovey (Adviser from Surrey Volunteer Service Council).

Apologies for
absence.
Apologies for absence were received from Howard Longstaff and Karen
Munroe
2. Minutes.
The
minutes of the meeting held on Monday October 22nd 2001, having been circulated
were taken as read and accepted as correct.
3.
Matters arising from the minutes.
3.1. Amanda Allen reported that plans for the Children’s workshop were
well advanced but more photographs were required as guides for the children.
The Clerk was asked to pursue this with approaches to John Waters and a
further request to Duncan Ferns. Screens were required to display the photographs
and to display the posters produced. Sue Dovey promised to obtain screens
from SVSC. It was agreed that a certificate be produced to present to alt
entries. Alison Walshe agreed to produce a design with the Clerk getting
the art work photo copied onto suitable heavy weight paper. It was decided
that the work produced be displayed in the Reading Room on January 26th
2002, the Clerk to arrange the booking, prizes to be awarded at this time.
The Clerk was instructed to remind Rosemary Newell of the Dorking Group
of Artists that a facilitator was needed for the workshop and judges for
the results. A time capsule for the results was needed. The Clerk, together
with Howard Longstaff to research what was available. The burial ceremony
to take place in June.
3.2. The Clerk reported that after consultation with Sue Dovey and
David Terry, the submission for a grant from the Countryside Agency had
been filed. Acknowledgment had been received. A copy of the budget applied
for to be circulated with these minutes.
4. Flier
40 completed Fliers were received. The results were gone through. The
Countryside and friendly people were given as pluses, roads and traffic
were given as a minus. The Village Shop received a mixed response, some
thought it a great asset, some considered the staff could be more welcoming
and the buying more imaginative. Alison Watshe agreed to carry out a detailed
analysis of the results.
Some
progress was made on the question selection process. It was agreed that
priority be given to sections that would help get results in the final action
plan. Lower priority given to sections that were outside the control of
local government.
5.
Any Other Business.
Sue
Dovey suggested that thought should be given to a transport plan for the
Village. Funds were available for accepted proposals. Mini Bus for commuters,
shared car scheme?
The
Clerk reported that information gained from the Reigate Quarry Liaison Group
Meeting could help decide the future of Buckland. Village support was vital
for the Buckland Estate to get approval for the conversion of Park Pit into
a visitor attraction. The Estate had asked for the field behind the Jolly
Farmer to be included on the intended update of the Surrey Mineral Plan.
It is likely that Hanson will want to exploit this area when Tapwood Pit
runs out in 2007 - 2010. A possible trade off is Village support for the
Visitor Attraction in exchange for a promise from the Estate that further
sand extraction will not take place on their land in the next 20 years.
The
date of the next meeting moved from November 26th to
December 10th.
