Parish Council

Buckland Parish Council is made up of seven Parish Councillors and a Clerk, all of whom are resident in Buckland.

The Council’s budget for financial year 2010/2011 is £4,000 and this is funded by a Parish charge within the Council Tax. The Council is responsible for the maintenance of the village green and pond and this accounts for around half of the budget. The balance is spent on the Clerks salary, administration costs, and contributions towards the running costs of the Church floodlighting and the Reading Room.

The Council acts as an advisory agency on planning matters, road safety, road maintenance, refuse collection and other functions of local government. The Council identifies areas of local concern and factors that could improve the quality of life for Buckland residents. Funding is then sought from outside agencies and local residents.

In 2003 the Parish Council carried out an appraisal of Buckland and this generated a Village Plan. Matters highlighted for action have now largely been completed and the Council believes it is time for us to initiate a re-appraisal and to set new goals.

The Council would welcome suggestions from residents and appreciate comments on the suggestions we have received thus far:

  1. Our local Police Casualty Reduction Team has suggested Mole Valley’s rural parish councils consider collectively purchasing a number of mobile vehicles activated signs to help the police target “traffic hotspots”. The police would locate and maintain the units and analyse data collected by the units to determine how best to target their resources. The units are designed to collect time and speed information of passing vehicles. Should the Council be prepared to allocate funds to this initiative?
  2. British Telecom (“BT”) has been rolling out “up to 20Mb” broadband across the UK since 2008 and their website states that 55% of the country was expected to receive this faster speed by 2010. Should your Council be seeking to enlist the support of Betchworth and Brockham Councils to collectively lobby BT for a date to be set for an upgrade of the Betchworth exchange?
  3. Most of the Council’s previous effort to help local commerce has focused on the Village Shop. What should we be focusing upon in the future?
  4. The activities of our rights of way warden and his team have been a great success; our foot paths are better signposted and maintenance of the stiles is improving. The original print run of 500 Walks Booklets has run out, should we seek funding to support an updated booklet of walks to be printed?
  5. With the introduction of new refuse and recycling actions by Mole Valley District Council is there anything else we, as a village community could be doing to further the aim to increase recycling and reduce landfill waste?
